The Northeast Fisheries Science Center (NEFSC) Data Management Systems Program (DMS) supports Information Technology (IT) services for various laboratories and field stations from Maine to New Jersey. NEFSC programs and remote offices have applications and systems that rely on DMS provided infrastructure and operational capability to execute their mission. These mission requirements are derived from the Magnuson-Stevens Fishery Conservation and Management Act and can vary based on many factors including legislative changes, NMFS/NOAA/Department of Commerce/Office of Management of Budget requirements and legal guidance.
Will be responsible for managing all Oracle, MySQL, and additional database infrastructure as required within the NEFSC. These tasks will be performed in support of and in close coordination with other contracting resources and government employees. The information that follows provides a summary overview of the support tasks and activities that shall be performed by appropriately trained, experienced, and responsive contractor staff under this task order. Specific duties include:
Work in concurrence with IT Security Officer (ITSO) to maintain and implement Operating and Database Application Systems Support Services security.
Provides Database Administration and server maintenance for the Database Management System (DBMS): This includes but is not limited to: Install new versions of DBMS software, application software, and other software related to DBMS administration, tests and evaluates all DBMS software before moving into the production environment, configures hardware and software with the System Administrator, when required, monitors and administers DBMS security by adding and removing users, administrating quotas, auditing and checking for security problems.
Perform maintenance functions, such as backup, recovery, tuning and performance monitoring and deploying new applications into the various environments. Secondary role supporting the performance of functions, such as, applying patches, interfacing with application vendors, and assisting the application administrators. As new versions of software are released, assist in the evaluation and recommended implementation. When approved, assist in installation and testing the upgrades, as required.
Develop and enforce standards to ensure that all application design and code is produced with proper integrity, security, and performance. The Database Administrator will perform reviews on the design and code frequently to ensure the site standards are being adhered.
Evaluates releases of Oracle and its tools, and third-party products to ensure that the infrastructure is running the products that are most appropriate. Planning is also performed by the Database Administrator, along with the application developers and System administrators, to ensure that any new product usage or release upgrade takes place with minimal impact.
Provides technical support to application development teams.
Active participation in the NEFSC Change Control Board, evaluating system change requests.
Present a documented operational database management script library (e.g., maintenance, disaster recovery, database creation, management, and support, etc.)
Manage operational management tools
Manage a resilience and fail-over testing schedule
Provide after-hour support and weekend on-call may be required to support the NEFSC baseline operations.
Develop, institute, and maintain Standard Operating Procedures (SOP) in the areas of Operating and Database Application Systems Support Services functions which will be used by the contractor in the ongoing support tasks, throughout the performance period.
Deliver and maintain Standard Operating Procedures (SOP) library in the areas of database administration and support.
4 years of experience with database administration. Possess excellent written and verbal communication skills.
Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.
BS in Computer Science, related degree, or equivalent.
CompTIA Server Certified or ability to obtain certification within 6 months of hire.
CompTIA Security Certified or ability to obtain certification within 6 months of hire.
Oracle database certification, preferred.
